The National Trades Union Congress (NTUC) has set aside a $1.6 million Care and Share
Fund – fully contributed by the Singapore Labour Foundation (SLF) – this year to help lower-income
NTUC union members cope with the rising cost of living.
In addition, NTUC will also help the Singapore Government, SBS Transit and SMRT
Corporation to disburse $900,000 worth of Public Transport Vouchers.
Out of this $1.6 million, $1,450,000 will be in the form of $50 direct payment to Singapore Power Services to offset lower-income union members’ utility bills under the
NTUC Care and Share (Utilities) Offset Package.
The remaining $150,000 has been set aside to provide $30 NTUC Care and Share (Public Transport)
Vouchers for needy union members who do not have at least one family member who is a Singaporean.
For needy union members with at least one Singaporean in the household, NTUC
will help the government and the public transport operators disburse an additional $900,000 worth of Public Transport
Vouchers. Each Voucher is worth $30.
Application for $50 NTUC Care and Share
(Utilities) Offset Package
Applicants are eligible to apply if they meet the criteria below:
- NTUC Member with paid-up union membership
- Total gross household monthly income of less than $1,800, or per capita income not exceeding $500 if household income is more than $1,800.
Each successful applicant will receive a direct offset of $50 from their home utility bills for the month of November 2007.
HOW TO APPLY
- Ordinary Branch (OB) union members who meet the eligibility criteria may apply through their respective unions.
- General Branch (GB) union members
who meet the eligibility criteria may download, print and complete the Application Form below and send it to the NTUC Customer Service Centre.

(Public Transport) Vouchers
Applicants are eligible to apply if they meet the criteria below:
- NTUC Member with paid-up union membership
- Total gross household monthly income of less than $1,500, or per capita income not exceeding $450 if household income is more than $1,800.
Each successful applicant will receive one $30 voucher from 1 November 2007 onwards from their respective unions or the
NTUC Customer Service Centre (depending on where they have applied from). Each voucher can be used to purchase or top-up their EZ-Link cards
or purchase monthly concession passes.

- General Branch (GB) union members
who meet the eligibility criteria may download, print and complete
