SPEECH BY MINISTER OF STATE FOR MINISTRY OF HEALTH, MEMBER OF PARLIAMENT FOR JALAN BESAR GRC AND DEPUTY SECRETARY-GENERAL OF NTUC, MR HENG CHEE HOW AT THE OFFICIAL LAUNCH OF THE OUTREACH ROAD SHOW FOR LOW-WAGE CASUAL AND CONTRACT WORKERS AT THE WHAMPOA COMMUNITY CLUB ON 17 NOVEMBER 2007, SATURDAY, 9.30 AM

Greetings.

1. Singaporeans are living longer.  This means that we must help Singaporeans earn enough to provide decently for all their years.

2. There is a group of Singaporean workers whom we must pay special attention to.

3. They are the low wage Contract and Casual Workers.

4. Why?  Because if their income is low and not regular, they will have problems throughout their lives.  The problems will become worse as they age, because they will finding getting work harder, earning good income harder and falling sick more often. 

5. How?  The 4C approach.

6. 1C – Clear about the law.  Such workers have rights.  If they fulfil certain employment lengths, they are eligible for leave, medical leave, CPF.  We must get the message out to such workers as not all may know.

7. 2C – Care.  UCCW – Medical, Insurance, leisure, etc.

8. 3C – CPF – Workfare (WIS).

9. 4C – Career – better jobs (regular), better pay through skills training and upgrading.

10. The Whampoa division is happy to work with NTUC, MOM, CPFB and other partners to kick-start this series of road shows.

11. We hope that through such continuing efforts, we will bring the message to not just the low-income workers, but all working people, that the labour movement and its family, supported by our partners, are here to help you improve your lives
