The Labour Movement continues to lobby for your workplace cause, chalking up several successes along the way.
In this rapidly evolving workplace, Professionals, Managers and Executives (PMEs) are part of
the growing group who are facing new challenges and opportunities. We’ve been hard at work to
make sure you get a fair deal in this competitive environment, and thought it was a good time to
share what we’ve been up to.
Who are we?
To empower and educate you about work-related matters, NTUC set up the PME Unit in 2011 to
look out for you on four fronts: Protection; Progression; Placement; and Privileges. To that end,
we’ve successfully lobbied for various workplace causes and employment terms to make you
future-ready and future-proof.
WHAT WE’VE BEEN DOING FOR YOU!
Labour Market Testing and National Jobs Bank.
After 2 years of lobbying, a Fair Consideration Framework will be in place to make hiring more transparent, with locals getting a fair go at jobs.
What:Your feedback – Excessive PMEs vying for the same jobs and hiring malpractices, where employers bypassed locals. To counter that, we pushed for a Labour Market Testing scheme and a National Jobs Bank.
Why:We strongly support developing a Singaporean core and advocate fair employment practices.
Outcome:The Ministry of Manpower will introduce a Fair Consideration Framework. Another achievement: with the National Jobs Bank online, employers can post job vacancies and PMEs can search for employment.
What’s In It For You: Transparency in hiring – employers are expected to publicly advertise a vacancy, keep records and explain grounds for rejecting locals.
Over 300,000 PMEs are now protected under the Employment Act.
What:We called for a review of the Employment Act (EA) in 2011, which was introduced in 1968 and last reviewed in 2008. The EA covers all types of employees, except those in managerial or executive positions, seamen and domestic workers.
Why:Advancing your interests, so you will be covered and be better protected at the workplace.
Outcome:The result was an encouraging one, with more than 300,000 PMEs now protected under the EA.
What’s In It For You:Under the EA amendments, if you are earning $4,500 and below, you are entitled to general protection, including unfair dismissal.
You can now be represented collectively by a rank and file union.
What:We pressed for the Industrial Relations (IR) Act review, which was introduced in 1960 and last reviewed in 2002. The IR Act includes the relations of employers and employees, trade disputes, conciliation and arbitration, and tripartite mediation of individual disputes.
Why:To relook at the IR Act’s relevancy in today’s work environment, and the need to extend protection to workers like you.
Outcome:Increase in the scope for rank and file unions to represent you collectively, with more areas covered under the Limited Representation provisions for PMEs. Going beyond the scope of salary claims, retrenchment benefits, and breach of individual contracts, there’s now a stronger tripartite mediation mechanism to serve PMEs in non-unionised companies in areas such as re-employment.
