~ The NTUC Central Committee Member is also the General Secretary of one of the largest public sector unions in Singapore ~

The National Trades Union Congress (NTUC) is proud that Mr Sanjeev Kumar Tiwari, NTUC Central Committee (CC) Member and General Secretary for the Amalgamated Union of Public Employees (AUPE), has been nominated by the Special Select Committee of Parliament for appointment as a Nominated Member of Parliament (NMP). Mr Tiwari is expected to be appointed by the President of Singapore as an NMP, and if appointed, he will be the 15th Labour Movement representative since 1992 to be appointed as an NMP.

Mr Tiwari, who is 47 years old, joined NTUC in 2007, when he first became an Industrial Relations Officer and by 2016, had risen through the ranks as Assistant Executive Secretary of Education Services Union (ESU) and was appointed as Deputy Director of Industrial Relations. After nearly a decade in NTUC, Mr Tiwari joined AUPE as a union leader in 2016. Three years later, in 2019, he was appointed General Secretary of AUPE and was also elected to the NTUC Central Committee as a Member. He is currently serving his second term on the NTUC Central Committee as a Member. Since 2021, Mr Tiwari has been an adjunct lecturer at the Ong Teng Cheong Labour Leadership Institute where he delivers joint union-management programmes on best practices for industrial relations and other workplace practices.

Speaking up for workers’ welfare, wages and work prospects in the public sector

As a leader who has stood firmly in improving the welfare, wages and work prospects of workers in the public sector, Mr Tiwari spearheaded the re-employment strategy, to prepare companies for re-employment of older workers before legislation. He was instrumental in advising companies to be early adopters of re-employment and securing funds to support companies in job redesign. As an NTUC Central Committee Member, Mr Tiwari continues to speak on issues such as improving medical benefits for civil servants, representing his member on workplace issues, and ensuring that workers in the public sector remain upskilled, competent and employable.

Please see Annex A for more information on Mr Tiwari, and Annex B for the list of former NMPs from the Labour Movement.

Represent workers’ voice in Parliament to uplift their lives and livelihoods

In response to being nominated as NMP by the Special Select Committee of Parliament, Mr Tiwari said, “It is a privilege for me to speak for our workers in Parliament. Over the years, I have seen the challenges faced by our officers in the public sector – balancing service, family and continuous change. I want to focus on helping workers stay employable and valued at every stage of their careers, especially our older workers and Professionals, Managers and Executives (PMEs). By working closely with our unions and tripartite partners, I hope to help shape and sharpen policies that will bring better wages, welfare and work prospects for every worker.”

A tireless and trusted voice and advocate for workers

NTUC President Ms K Thanaletchimi said, “Mr Tiwari embodies the spirit of service that defines our public sector workforce. He has been a tireless and trusted advocate for our officers’ well-being, growth, and recognition. Upon appointment as an NMP, we hope he can further strengthen the voice of all workers in Parliament – so that their contributions are valued, and their aspirations and challenges are heard. We have full confidence that he will speak up with courage and empathy for all workers.”

NTUC appreciates contributions of former NMP Jean See

NTUC also extends our heartfelt thanks to Ms Jean See, who was a former NMP from June 2023 to April 2025. Her dedication to speaking up for the self-employed community have made a significant stride in uplifting their lives and livelihoods, which culminated into the passing of the Platform Workers Act. She also spoke on issues relating to workplace fairness, support for caregiving and families.
