NDCA Partners CapitaLand Malls to Give Delivery Riders More Time to Collect Orders

NDCA members will be granted 30-minute free parking, up from 10 minutes, at 12 major CapitaLand malls, addressing a long-standing pain point for delivery riders
collecting multiple orders at the same time


The National Delivery Champions Association (NDCA), a National Trades Union Congress (NTUC)-affiliated Platform Work Association, has partnered with CapitaLand to secure a longer parking grace period for NDCA members at 12 participating CapitaLand malls1 . From 1 July 2026, delivery riders who are NDCA members will enjoy 30 minutes of free parking per entry to complete their order collections, up from the current 10 minutes. This partnership arose from NDCA taking action based on its members’ feedback and engaging CapitaLand to find solutions that would ease delivery riders’ pain points. This benefit will be valid for unlimited entries every day at the 12 malls across Singapore.

NDCA and CapitaLand respond to delivery riders’ feedback

The move recognises the evolving nature of delivery work. Delivery riders on motorcycles regularly face additional parking charges when order collection takes longer than the parking grace period. This is because delivery platforms often 'stack' orders and assign multiple pick-ups within the same mall, particularly during lunch and dinner rush hours. This often resulted in delivery riders having to park longer than the 10-minute parking grace period at the malls.

NDCA members who do deliveries shared that up to 50% of their orders are stacked. This means each rider has to collect two or three orders from within the same mall. This often results in waiting longer for orders to be prepared and walking between several outlets to retrieve them. For many delivery riders, the waiting often exceeds the 10-minute window, and riders have to pay $1.30 or more in parking charges per entry, against their earnings of $3 to $5 per order.

The extension of the parking grace period to 30 minutes is a benefit exclusively for NDCA members, and we will continue to bring in more partners to address the ground concerns of our riders. The Labour Movement has always been about having a collective voice and the more delivery riders who join NDCA, the better we can secure representation, welfare and work benefits for them."

Longer parking grace period is an exclusive for delivery riders who are NDCA members

The 30-minute parking grace period is a benefit exclusively for NDCA members who rely on motorcycles for platform work. To take part, NDCA members will receive a unique CapitaStar code to register their In-Vehicle Unit (IU) or On-Board Unit (OBU) number via the CapitaStar app (new users can sign up for a free account). Once registered, their motorcycles are automatically synced with carpark systems at the 12 participating CapitaLand malls.

Delivery riders who are NDCA members can register during the one-month onboarding period from 5 June to 30 June 2026. The 30-minute grace period takes effect from 1 July 2026, once the delivery rider has been successfully onboarded.

NDCA represents delivery riders who are members on workplace concerns and provides members with access to NTUC welfare, training, and insurance programmes, alongside the new 30-minute free parking at participating CapitaLand malls. Additional welcome benefits are available for new sign-ups (see Annex A).

NDCA and CapitaLand exploring further initiatives to help delivery riders

Beyond the extended grace period, NDCA and CapitaLand are also exploring other improvements, including demarcated areas within mall carparks where delivery riders can park briefly for quick pick-ups. The two organisations are also looking into arrangements for riders on other forms of transport such as bicycles and power-assisted bicycles, with more details to be shared at a later stage.
