Ahead of the National Trades Union Congress (NTUC) Ordinary Delegates’ Conference (ODC) 2025, held on 13-14 November 2025 at D’Marquee, Downtown East, NTUC shares a mid-term progress update, highlighting its efforts in championing workers’ interests, uplifting jobs, and improving livelihoods.
Since the NTUC National Delegates’ Conference held on 22-23 November 2023, NTUC has been focusing on its strategic priorities to strengthen its reach and impact in supporting workers and members by cultivating a strong culture of innovation1; and scaling efforts through Whole-of-Integrated NTUC (W.I.N) capabilities. These priorities reflect NTUC’s commitment to evolve with the times and meet the needs of a dynamic workforce and businesses, including harnessing advancements in artificial intelligence (AI).
This year, the NTUC ODC 2025’s Guest-of-Honour will be Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong, who will deliver the keynote address at the opening ceremony on Thursday, 13 November 2025, to about 1,400-strong audience including key union delegates, tripartite leaders and guests.
NTUC Secretary-General Ng Chee Meng said, “Singapore’s future of work will be shaped by how well we prepare our workers, including our Professionals, Managers, and Executives (PMEs), today. NTUC is committed to leading workforce transformation by working closely with our tripartite partners, integrating our efforts, and driving innovation, such as the AI Career Coach, to build an AI-Ready SG that supports our workers’ skills and jobs. Our goal is clear: to ensure every worker can grow with change, seize new opportunities, and succeed in the age of AI where no one is left behind.”
NTUC Innovating and Uplifting Workers’ Jobs and Livelihoods in the AI Era
NTUC continues to expand its outreach and drive innovation to support workers in an AI-driven economy. As AI reshapes industries and job roles, NTUC is leaning forward with bold initiatives to turn AI disruptions into opportunities for workers. Through SG Ng’s call to build an “AI-Ready SG” initiative and the launch of the AI Career Coach, NTUC will equip workers with future-ready skills and personalised career support to help them navigate AI-led challenges and transitions.
For example, in July 2025, NTUC introduced the Beta version of its AI Career Coach (AICC) – a smart, self-help platform powered by Generative AI to facilitate jobs and skills matching for workers in their career journey. As of end October 2025, the AICC has onboarded more than 3,500 users, enhancing how jobseekers discover, prepare for, and connect to meaningful career opportunities.
Accessible via aicareercoach.ntuc.org.sg, the one-stop career and skills platform aggregates job opportunities and upskilling courses to offer a seamless experience for jobseekers to discover hiring opportunities, and access smart job search tools and career resources in one place. Workers can also explore career progression opportunities and receive relevant course recommendations.
Through the AICC, users can assess their career readiness, pinpoint skills gaps, and explore pathways to upskill or pivot into in-demand roles. Its AI-powered chat provides real-time, personalised guidance that empowers jobseekers – particularly younger workers and PMEs who prefer a self-help approach – to navigate their next career move with confidence.

b. Upskilling Workers with In-Demand AI Skills
To prepare workers for the future of work, NTUC LearningHub (NTUC LHUB) introduced in 2021 a suite of bite-sized online courses and skills training through the NTUC LearningHub Learning eXperience Platform (LXP). In recent years, AI-related learning has surged on the LXP, reflecting the workforce’s and businesses’ evolving priorities and NTUC’s ability to meet workers’ in-demand AI skills needs.
Case in point, between 2021 and 2023, learners focused on foundational digital skills such as Data Analytics and Cybersecurity. Post-2023, skills demand shifted towards AI-powered productivity and decision-making, with courses like Fundamentals of Agentic AI gaining traction. Today, Generative AI, Data Storytelling, Analytics, and Microsoft Copilot are among the top five most-enrolled courses and skill areas on LXP.
c. AI-Ready SG: Advancing the National AI Strategy
To support Singapore’s National AI Strategy, SG Ng has recently proposed in Parliament to set up “AI-Ready SG”, a one-stop initiative that integrates existing resources from the Government and tripartite partners that enables both businesses and workers to become truly AI-ready.
At the heart of “AI-Ready SG”, NTUC calls on workers to embrace three key mindsets: Use AI tools to learn anytime, anywhere, through self-initiated learning to drive personal growth; leverage AI to stay curious, explore new ideas and ask questions; and embrace lifelong learning to unlock new opportunities in the AI-driven economy. NTUC also urges employers to adopt AI responsibly by redesigning jobs, upskilling workers, and ensuring a just transition, where employees are equipped with relevant skills and fairly rewarded through productivity gains.
The “AI-Ready SG” initiative builds on NTUC’s Company Training Committee (CTC) framework to drive meaningful AI adoption across sectors, ensuring that both businesses and workers progress together in the AI-driven future.

Scaling Efforts through Whole-of-Integrated NTUC (W.I.N) Capabilities to Help Workers
By integrating innovative efforts across the Labour Movement, NTUC has strengthened its ability to advocate for workers and deliver meaningful outcomes. For example, this approach has led to tangible results through the CTC initiative.
a) Driving Workforce Training and Transformation: From Company-Level CTCs to Sector-Wide Impact through Queen Bee Partnerships and Cluster CTCs
NTUC has been pushing for and supporting business and workforce transformation through its CTC initiative since 2019. CTCs bring together unions, company management and workers to co-create transformation plans that would lead to higher productivity and innovation at the companies. To date, nearly 3,700 CTCs have been established.
To scale the impact of CTCs, the Government provided NTUC with a grant of $100 million in 2022 and an additional $200 million in 2025. Under the first tranche of CTC Grant, over 700 CTC Grant projects have been approved, potentially benefiting close to 10,000 workers, including PMEs, from more than 500 companies. These workers could gain an average wage increase of five per cent above their annual increment, structured career pathways through Career Development Plans and/or skills allowances.
This year, NTUC scaled up the CTC initiative with the introduction of Cluster CTCs through Queen Bee partnerships; a strategic move to drive sector-wide transformation by leveraging the strength of collective action between industry-leading companies (the “Queen Bees”) and their SME vendors or suppliers. In collaboration with SkillsFuture Singapore and the Queen Bees, NTUC is deepening ecosystem-wide efforts by promoting best practices, identifying emerging skills needs, and co-developing training solutions that would flow down from the Queen Bees to the SME vendors and their workers.
Currently, these partnerships — formed across precision engineering, supply chain and logistics, retail, maritime and public transport sectors — have the potential to benefit around 45,000 workers across more than 600 small and medium enterprises, helping to build stronger, more resilient businesses and sectors.
