NDCA members to get 30-minute free parking at 12 Capitaland malls from 1 July 2026

National Delivery Champion Association partnered with CapitaLand to address members’ longstanding struggles with completing orders in malls within the typical 10-minute grace period.

Grab Singapore delivery rider Muhammad Khairil Sapuan usually takes five to seven minutes to park his motorcycle at a mall and find the eatery to pick up an order. This does not include the time needed to wait for the order and leave the mall.

 

Often, he cannot complete the order within the 10-minute grace period, causing parking charges that reduce his earnings.

 

“With the 10-minute grace period, there is no chance of exiting the car park without paying. Parking at malls cost maybe $1 to $1.80 per entry. We earn $5 per order; after cutting around $2 for parking, we only earn $3,” Khairil said.



The Singaporean delivery rider will soon get parking support to minimise the impact on his income.

 

What help is available for delivery workers with parking issues at malls?

 

From 1 July 2026, 12 CapitaLand malls in Singapore will extend their parking grace period from 10 to 30 minutes exclusively to National Delivery Champions Association (NDCA) members like Khairil, who rely on motorcycles for work.

“With 30 minutes, we have more than enough time to park, pick up our orders and come back to the car park,” Khairul said.

 

With Grab’s additional $3 compensation for waiting-time delays of 45 minutes or more, the food delivery rider estimates he could save $200 to $300 a month on parking charges.

 

An exclusive membership privilege for NDCA members

 

The extended parking privilege, announced on 5 June 2026, results from a partnership between the NTUC-affiliated NDCA and CapitaLand to give members more time to complete their orders.

 

“The extension of the parking grace period to 30 minutes is a benefit exclusively for NDCA members, and we will continue to bring in more partners to address the ground concerns of our riders,” NDCA Advisor and NTUC Assistant Secretary-General Yeo Wan Ling said.

 

How can NDCA members access the CapitaLand parking extension?

 

To enjoy free 30-minute parking at participating CapitaLand malls, NDCA members can register their In-Vehicle Unit numbers via the CapitaStar app between 5 and 30 June 2026.

 

After registration using the CapitaStar code, NDCA members’ motorcycles will automatically sync with the malls’ carpark systems.

 

New users can sign up for a free CapitaStar account and use the membership privilege from 1 July 2026.

 

How did the CapitaLand mall parking initiative come about?

 

Since platform work began, delivery riders have long struggled to complete multiple orders within Singapore malls’ typical 10-minute free parking window.

 

Many riders told NDCA that delays in receiving orders and travelling between multiple eateries often caused them to exceed the parking time and incur charges.

 

Responding to members’ feedback, NDCA engaged CapitaLand to find a solution. Through negotiations, both parties agreed on an extended free parking privilege of 30 minutes, up from the current 10 minutes.

 

NDCA President Ng Gan Poh said the 30-minute timeframe is based on the average time delivery riders need to complete orders safely and in an orderly manner.

 

“We listened to our delivery riders and partnered with CapitaLand to find a practical fix. This is a step in the right direction to help our NDCA members,” Ms Yeo said.

 

Why CapitaLand supports NDCA members?

 

Ms Yeo thanked the property developer for “being a willing partner who took the time to understand riders’ needs.”

 

CapitaLand Investment Chief Executive Officer for Commercial Management Ervin Yeo said the company recognises riders’ vital role in offering convenience to consumers while creating an additional sales channel for F&B businesses.

 

What else is NDCA doing to help delivery riders?

 

Mr Ng is now setting his sights on Lendlease, which manages 313@Somerset, for the next parking initiative. He hopes to eventually secure parking privileges at condominiums and businesses in the Orchard and CBD areas.

 

NDCA and CapitaLand are also exploring other ways to improve members’ lives, including designated areas within mall carparks for quick pick-ups.

 

NDCA member Khairil welcomes the idea of dedicated parking zones for delivery riders but has raised concerns about enforcement. He suggested adding security measures or cameras to prevent misuse by other mall users.

 

The association and the property developer are also working to improve arrangements for delivery riders using other modes of transport, such as bicycles.

 

Why should delivery riders join NDCA?

 

Both Ms Yeo and Mr Ng urged more delivery riders to join NDCA to strengthen their voice and secure better welfare and work benefits.

 

Mr Ng said: “We are trying our best to work with property management or property owners to help members find a better way to park.

 

“We hope non-members can join us to have a bigger voice to [bring up] what is happening on the ground. No point being a solo soldier when you can join an army and fight this war with us.”
