The National Trades Union Congress (NTUC) today announced a collaboration with Amazon Web Services (AWS) and a Memorandum of Understanding (MoU) with Huawei International (Huawei) to accelerate technology and artificial intelligence (AI) adoption in industries and the broader ecosystem of companies, workers and partners. Under these partnerships, AWS and Huawei will serve as NTUC’s first two Lead Multipliers, to support companies and workers through NTUC’s Company Training Committee (CTC) initiative and CTC Grant.ok

NTUC Secretary-General Ng Chee Meng said, “AI is transforming jobs and industries, and our priority is to support workers as their jobs and roles evolve. Through Lead Multiplier partnerships with companies at the forefront of technology, like AWS and Huawei, we can scale business and workforce transformation, including job redesign, upskilling and AI adoption, to help our workers progress alongside businesses as they transform.”

NTUC’s Lead Multiplier partnership model enables ecosystem-wide transformation

The Lead Multiplier partnership model builds on NTUC’s CTC initiative and complements NTUC’s Queen Bee partnerships[1] to enable business and workforce transformation in companies across industries. Lead Multipliers, like AWS and Huawei, have their solutions, scale, capabilities and network of client companies to enable ecosystem-wide transformation.

Together, NTUC and the Lead Multipliers will work with these client companies to identify and give them access to practical and proven AI and digital solutions to help them raise productivity; and support the companies’ job redesigning and workers’ training for emerging roles with the support of the NTUC CTC Grant. Administered by NTUC’s e2i (Employment and Employability Institute), the CTC Grant co-funds up to 70 per cent of qualifying cost for companies’ transformation projects or training tied to the transformation project.

NTUC kickstarts Lead Multiplier partnership model with AWS and Huawei

NTUC Secretary-General Ng Chee Meng and NTUC Deputy Secretary-General Desmond Tan witnessed the signing of the MoC with Michelle Toh, Head of Enterprise, Singapore, AWS and visited AWS’ office today to understand the company’s AI capabilities, training programmes and enterprise solutions.

NTUC DSG Desmond Tan also witnessed the MoU signing with Huawei’s Frank Guo, Managing Director and Board Member of Huawei International, at Huawei Singapore’s Innovation & Sustainability Centre, today and engaged the company on its efforts in digitalisation and workforce transformation.

NTUC and AWS announce a Memorandum of Collaboration (MoC) (2026-2029) to equip 10,000 workers and 100 enterprises with AI skills through the AI-Ready Enterprise initiative

The AI-Ready Enterprise initiative consists of two complementary pillars. The first provides training for workers at three levels, including basic AI knowledge (AI Fluent), business strategy and implementation (AI Proficient), and technical deployment (AI Specialized). Training is open to anyone aged 18 and above and workers can offset costs through NTUC's Union Training Assistance Program (UTAP). The goal is to train 10,000 workers in key sectors like manufacturing and financial services.

The second pillar aims to transform 100 Singapore businesses through NTUC's CTC initiative, with AWS acting as a Lead Multiplier to assess their AI readiness and implement AI solutions. AWS will also partner with these companies throughout the entire process – from initial investment to deployment, with training provided at every stage.

NTUC and Huawei collaborate to drive business transformation and strengthen workforce capabilities through digital and AI solutions

Under the MoU, NTUC and Huawei will work together to support companies under the CTC framework, by applying Huawei’s digital and AI solutions to drive business and workforce transformation, alongside job redesign and worker upskilling.

The partnership with Huawei will focus on key sectors such as financial services, internet, education and healthcare, where there is surging demand for an AI-multilingual workforce with operational fluency across diverse technology ecosystems. Huawei will also continue to expand its Singapore team, offering internship opportunities and management trainee programmes for fresh graduates in roles ranging from sales to research and development.

Beyond company‑level transformation, the partnership will open up new training pathways for Singapore’s wider technology sector workforce, with Huawei providing skills training to Institutes of Higher Learning and designated training providers.

NTUC extends CTC Grant to Queen Bee partnerships to deliver outcomes for workers and businesses

As part of NTUC’s push to encourage business and workforce transformation under the CTC initiative, NTUC has enhanced the CTC Grant framework administered by NTUC’s e2i (Employment and Employability Institute) to support the sector-level Queen Bee partnerships, which focuses on transformation in the vertical sector.

With the extension of the CTC Grant funding, NTUC’s Queen Bee partners are now able to tap on additional funding support for cluster-level projects that bring together the Queen Bee partner’s group of suppliers and vendors within a sector or value chain to implement transformation initiatives at scale. This would allow NTUC’s Queen Bee partners to go beyond outreach, and enable the implementation of transformation projects for deeper, more sustained impact.

Looking ahead, NTUC will continue to deepen the collaboration with its Queen Bee and Lead Multiplier partners to reach more businesses and drive more meaningful worker outcomes through structured CTC Grant projects. NTUC’s complementary approach of Queen Bee and Lead Multiplier partnerships would enable more coordinated, far-reaching and impactful transformation across Singapore’s economy.
