What is NTUC’s C6 Strategic Economic Priorities Bonus under COMPASS?

The Complementarity Assessment Framework (COMPASS) is a system designed by the Ministry of Manpower to update the application process for Employment Pass (EP) holders, taking heed of NTUC's call to level the playing field for local Professionals, Managers and Executives (PMEs).

 

COMPASS provides a transparent, fair and targeted approach for bringing in foreign PMEs to complement the local PME workforce to ensure that our economy continues to thrive while building a strong Singaporean Core.

Companies must obtain a minimum of 40 points from all the criteria in order to pass COMPASS. NTUC can award 10 bonus points under the SEP Bonus (Criterion C6) to recognise and endorse progressive firms that are committed to work with the Labour Movement to strengthen local workforce development through either NTUC’s Company Training Committees (CTCs) or participation in Government-supported programmes.

How to qualify?

Pathway 1

Companies which obtained the CTC Grant and embarked on a CTC project within the last three months will be eligible for NTUC's C6 SEP Bonus.

 

Pathway 2

Companies which have established collective agreement / signed Form B / signed MOU with NTUC and displayed commitment to hiring or developing local workforce through participation in at least one of the government-supported programmes administered by NTUC.

 

Approved Programmes aimed at hiring and developing local workforce:

  • Career Trial (administered by NTUC’s e2i [Employment and Employability Institute])
  • Place-and-Train Career Conversion Programme (administered by NTUC LearningHub and NTUC’s e2i)
  • SkillsFuture Career Transition Programme (administered by NTUC LearningHub)
  • Redeployment/ Job Redesign Reskilling Career Conversion Programme (administered by NTUC LearningHub and NTUC’s e2i)

Frequently asked questions

No application is required to obtain NTUC’s C6 SEP Bonus. Companies which have met NTUC and MOM’s criteria under the COMPASS framework will be notified by MOM. Thereafter, companies may proceed to submit their EP application to MOM.

Companies which have met NTUC and MOM’s criteria under the COMPASS framework will be notified by MOM. Their EP applications will benefit from the bonus points for 12 months, contingent upon the company’s continued compliance with labour laws and regulations, as well as maintenance of strong Labour Management relations.

Under Pathway 1, companies which obtained the CTC Grant and embarked on a CTC project within the last three months will be eligible for NTUC's C6 SEP Bonus. The CTC Grant supports applicants that have formed CTCs to implement transformation plans that will lead to better worker and business outcomes. If you have already formed a CTC but have not embarked on any project, we invite you to embark on a project.
