At the National Trades Union Congress (NTUC), we believe that a job is the best welfare for a worker.
Therefore, we strive to help working people of all collars, ages and nationalities achieve gainful employment so they can earn a better living and live a better life. To achieve this, we have our related organisations such as NTUC's e2i (Employment and Employability Institute) and outfits such as the NTUC U PME Centre and U Family that look at helping our working people with job placement, job matching, workplace advisory and professional development.
At the national level, NTUC works with agencies such as the Tripartite Alliance for Fair Employment Practice to advocate fair and progressive workplaces. We have also successfully advocated and lobbied for the Fair Consideration Framework (FCF) and the setting up of the National Jobs Bank, which aims to level the playing field for local Professionals, Managers and Executives to ensure that they have fair opportunities to take on good jobs.
NTUC’s e2i (Employment and Employability Institute)
As the leading organisation in augmenting better employment and employability, NTUC’s e2i helps to create better jobs and better lives for all working people, from the rank and file to Professionals, Managers and Executives. Through various employment coaching, career coaching, employability and skills training programmes, e2i helps them upgrade their capabilities and develop new skills to enhance their value in the workforce and find better jobs.
e2i also works with employers, partnering those across various sectors, through job fairs to place job seekers in better-paying jobs, raise productivity, meet manpower demands, and boost their employees’ job worth. In addition, e2i introduces new and more career options, increasing the job opportunities available for working people.
NTUC U PME Centres
In 2014, the NTUC U PME Unit established two U PME Centres, which aim to be the initial one-stop go-to for Professionals, Managers and Executives (PME) to advance their career interests through the 4Ps of Protection, Progression, Placement, and Privileges. These centres together with the Labour Movement’s PME Portal and Tripartite Career Resource Portal, which were both also set up in 2014, provides PMEs with a suite of services, ranging from workplace advisory, career and employment-related counselling, professional development training, to job placements.
Fair Consideration Framework (FCF)
The Labour Movement has been tirelessly lobbying for enhanced support for the growing number of Professionals, Managers and Executives (PMEs) in our workforce. As part of our efforts, we advocated for the Fair Consideration Framework (FCF), which requires employers to consider Singaporeans fairly – open, based on merit, and be non-discriminatory – for all job opportunities before hiring Employment Pass (EP) holders. In September 2013, the FCF was announced by the Ministry of Manpower (MOM). Aimed at strengthening the Singaporean core in the workforce and improving job matching, the FCF details clearly, expectations for all companies in Singapore manpower hiring.
The requirements extend to advertising in the Jobs Bank administered by the Singapore Workforce Development Agency (WDA). It also allows companies who may have discriminatory HR practices to be scrutinised and taken to task by MOM and other government agencies.
National Jobs Bank
Following calls by NTUC for a national database of job vacancies in 2013, the National Jobs Bank was created by the government to support the Fair Consideration Framework (FCF). The National Jobs Bank is a one-stop portal for job opportunities administered by the Singapore Workforce Development Agency (WDA). Job-seekers and employers can be matched through this self-help, online platform. Third parties such as employment agencies, private job portals, and companies which offer outsourced human resource services can advertise on behalf of their clients as well. The free service is available to locals (Singapore Citizens and Singapore Permanent Residents) and Singapore-registered companies.
Tripartite Alliance for Fair Employment (TAFEP)
The Tripartite Alliance for Fair Employment (TAFEP) was set up by NTUC and the Singapore National Employers Federation to advocate fair, responsible, and progressive employment practices among workers, employers, and the public; and promote a diverse and inclusive workforce. It develops guidelines, programmes, and tools including training workshops, advisory services, and educational materials to help employers achieve organisational excellence.
